The Union government has formally moved to extend President’s Rule in Manipur for another six months, starting August 13, 2025, as per a statutory resolution tabled in the Rajya Sabha on Thursday.
Union Home Minister Amit Shah, who also holds the Cooperation portfolio, issued the notice for continuance of the Proclamation under Article 356, originally invoked on 13 February 2025, in the wake of prolonged ethnic violence and administrative breakdown in the northeastern state.
The resolution reads:
“That this House approves the continuance in force of the Proclamation dated the 13th February, 2025 in respect of Manipur, issued under Article 356 of the Constitution by the President, for a further period of six months with effect from 13th August, 2025.”
🔍 What It Means:
President’s Rule gives the central government direct control over state administration, bypassing the elected legislature.
This move comes amid no clear timeline for restoration of an elected government in Manipur, despite multiple rounds of civil society dialogues and ongoing security operations.
The last time Manipur had an elected Chief Minister in office was February 2024, when N. Biren Singh resigned under mounting pressure.
⚠️ Context:
Manipur has been under President’s Rule following ethnic unrest that erupted in May 2023 between the Meitei and Kuki-Zo communities. Sporadic violence, deep mistrust among communities, and collapsed law-and-order machinery forced the Centre to take over.
Despite interventions and intermittent peace talks, the situation remains fragile, with tensions still high in hill and valley districts, and calls for separate administration gaining momentum from tribal groups.

The resolution needs to be passed by both Houses of Parliament to take effect.
If approved, President’s Rule will now continue in Manipur till February 2026, unless revoked earlier.
