In a move to strengthen mobile connectivity and improve communication infrastructure, the Department of Information Technology (DoIT), Government of Manipur, in coordination with the Department of Telecommunications (DoT), conducted a comprehensive mobile network survey at the Secretariat Complex, Mantripukhri.
The initiative brought together representatives from all major telecom service providers, including BSNL, Airtel, Jio, and VI, for a coordinated technical exercise aimed at identifying network black spots, weak signal zones, and data coverage gaps within the Secretariat premises.
Officials from the DoIT said the exercise is part of a broader digital infrastructure enhancement plan to ensure uninterrupted mobile and internet connectivity across key government establishments in Manipur.
Joint Effort to Identify and Resolve Connectivity Gaps
During the survey, teams carried out detailed signal strength mapping, data speed tests, and call quality assessments across multiple departments and administrative blocks within the Secretariat.
The findings will serve as a baseline for telecom service providers to upgrade infrastructure, optimize tower locations, and address coverage inconsistencies.
A DoT official present during the exercise said,
“Reliable connectivity is essential for efficient governance. This survey will help us collaborate with telecom operators to plug network gaps and ensure seamless communication for government operations.”
Toward a More Digitally Connected Secretariat
The Secretariat Complex, which houses several critical departments and offices of the Government of Manipur, has witnessed an increasing need for robust digital infrastructure — especially with the growing adoption of e-Governance, digital file movement, and online communication systems.
The DoIT emphasized that ensuring consistent mobile and internet access is a key step toward creating a digitally enabled, responsive, and transparent administration.
“Strong network connectivity is no longer a luxury; it’s a necessity for governance, coordination, and service delivery,” a senior DoIT officer stated.
The joint initiative will also pave the way for future 5G readiness assessments in key administrative and institutional zones across the State.
Next Steps
Following the survey, telecom operators are expected to submit technical reports with improvement plans, including infrastructure augmentation and signal optimization measures.
Periodic review meetings between the DoIT, DoT, and Telecom Providers are scheduled to ensure timely implementation.
This collaboration reflects the State Government’s ongoing commitment to enhancing digital infrastructure, improving citizen services, and supporting the broader Digital India mission.
