The tensions stemming from the October 29–30 incident at Daili village, where posters were vandalised, communal slogans were shouted, and a large firecracker was detonated—causing panic in nearby localities—have formally been resolved following the signing of a Memorandum of Understanding (MoU) on November 15, 2025.
The agreement was signed by representatives of the Naga People’s Organization (NPO), Kuki Inpi Sadar Hills, and the Kuki Chief Association (SAHILCA), marking a significant step toward restoring normalcy and ensuring that similar incidents do not recur.
Background: What Sparked the Tension
The October incident unfolded on a day declared as Genna by the UNC, in observance of the Historic Civic Reception at Senapati. According to reports, a group of individuals shouted political slogans, vandalised the poster of Eno. Th. Muivah, Hon’ble Ato Kilonser of the GPRN, and ignited a large firecracker near residential areas.
The disturbance heightened anxiety and prompted concerns about potential escalation. Since then, community elders and civil bodies have worked behind the scenes to de-escalate tensions.
MoU Signed on November 15: Responsibility and Apology
The MoU states that the Kuki Inpi Sadar Hills and SAHILCA have taken full responsibility for the incident and issued a formal apology to the NPO for the disturbance caused during the Genna observance.
The NPO accepted the apology, and all parties agreed to consider the matter settled, subject to specific conditions meant to ensure peace and prevent any recurrence.
Key Conditions Agreed Upon in the MoU
The agreement outlines four primary commitments:
1. Strict Community Guidance
The Kuki Inpi Sadar Hills and SAHILCA will instruct and monitor members of the Kuki community in Kangpokpi District to prevent any unwanted incidents in their jurisdiction.
2. Zero Tolerance for Communal Slogans
Shouting of communal or inflammatory slogans in any manner will not be tolerated.
3. Regulation of Late-Night Movement
Loitering along the highway during late hours, especially near Naga villages, must be strictly controlled to avoid misunderstandings or disturbances.
4. Accountability for Future Incidents
The Kuki bodies agreed to take full responsibility if any similar incidents occur in the future within their jurisdiction.
Representatives from both communities endorsed the MoU, affirming it was signed in sound health and mind.
