Indian Railways has revised its ticket cancellation policy, introducing stricter refund rules while also easing certain passenger conveniences, including upgrades and ticket modifications.
The updated policy, announced on Tuesday (March 24), states that no refund will be granted if a confirmed ticket is cancelled less than eight hours before the scheduled departure.
Revised Refund Structure
Under the new guidelines, passengers cancelling tickets well in advance will continue to receive higher refunds. However, deductions increase significantly as the departure time approaches.
Here’s how the revised structure works:

Officials say the move is aimed at discouraging last-minute cancellations and improving seat utilisation.
Upgrade Window Extended
In a passenger-friendly change, the Railways has also extended the window for travel class upgrades.
Passengers holding counter tickets can now upgrade their class up to 30 minutes before departure, provided seats are available. For example, a passenger booked in Third AC can opt to move to First AC if vacant berths exist.
The upgrade can be processed through the Railways’ official mobile application.
Previously, such upgrades were only allowed until the reservation chart was prepared.
Easier Cancellation for Offline Tickets
The Railways has also simplified the cancellation process for passengers with offline (counter) tickets.
Under the revised system, tickets can now be cancelled from any railway station, regardless of where they were originally booked. This removes a long-standing limitation that required passengers to return to the issuing station.
Flexible Boarding Options
Another key change allows passengers greater flexibility in boarding.
Travellers can now board the train from a station that comes after the original boarding point mentioned on their ticket. Additionally, the Railways’ mobile app will provide an option to update the boarding station more easily.
Balancing Rules and Convenience
While the stricter refund rule may affect passengers who cancel plans at the last minute, the broader set of changes reflects an effort to balance operational efficiency with passenger convenience.
By tightening refund timelines and expanding flexibility in upgrades and boarding, Indian Railways appears to be focusing on better seat management while offering travellers more control over their journey.
